Smart-phone Services for Personalized Emergency Response and Recovery

Many recent incidents are emerging where people are caught in emergency situations such as mass shootings, explosions, industrial accidents, etc. Due to the likely case of large volume of people at or near locations of such emergency situations, it is imperative that responses and recoveries are coordinated effectively. However, there are no existing services that meet these needs, and, as a result, casualties increase, emergency responses can be slow and inefficient, people's confidence erodes, and financial losses also accrue.
Thus, a computer science researcher and computer science students jointly developed a smart-phone app that provides critical and personalized services for civilians and government and law enforcement officers in the event of an emergency. The app will connect civilians to agencies like FEMA in order to enable coordinated responses, while also enabling peers to help each other based on need.

b. Different app versions: a regular version (V1) for common citizens, and a special version (V2) for users who may wish to offer aid in the event of an emergency
c. Immediate connection to a server whose IP address is set up by appropriate agencies (for example FEMA, or local law enforcement) for emergency purposes
